Canadian Experience Class Immigration Program

The Canadian Experience Class (CEC) is to be used by Canada's foreign workers willing to become permanent residents.
It is difficult to a find better and more affordable way for permanent residence in Canada than by obtaining Canadian work experience, as they have already started their career in this country by entering Canadian labour market. The authorities process Canadian Experience Class applications through the Express Entry selection system [pls link to file “DONE Express Entry_Comprehensive Ranking System (CRS)_VH”] for immigration to Canada. The candidates who are eligible for the program first have to make an expression of interest in immigrating to Canada, make up an online Express Entry profile and then receive an Invitation to Apply [pls link to file “Done_ Express Entry_Invitation To Apply For Permanent Residence_VH”]for permanent residence in order to file an application.  

CEC requirements

There is a certain list of requirements to be met by the applicants: 

  • To be employed in Canada for minimum 1 year within 36 months before an application date at a position of skilled, professional or technical worker. 

  • To demonstrate a required level of language, i.e. a Canadian Language Benchmark (CLB) of 5 ("initial intermediate") or 7 ("adequate intermediate proficiency"), depending on the job language requirements; and 

  • To have the intention to reside and work outside of the province of Quebec (or apply to the Quebec Experience Class [pls link to file “DONE Quebec Experience Class_VH”] if you want to live and work in Quebec).

The Canadian Experience Class is open for both types of applicants: 

  • Those, who stay in Canada while the application is processed; and

  • Those, who are outside Canada if they have submitted the application within the period of 3 years after leaving their employment already found in this country. 

Due to the requirements of the Canadian Experience Class, the applicant becomes eligible to enter the Express Entry pool even if he/she scores the minimum. 

Note: Working as a full-time student and self- employment are not taken into account under this program.

A Popular Option for International Students

The Canadian Experience Class is the quickest and easiest way to gain permanent residence by many international graduates. It is possible for them to remain in the country on post-graduate work permits when they have completed a program or took a course at an educational institution in Canada.

Canadian Experience Class Process

The authorities of Canada have processed Canadian Experience Class applications through the Express Entry selection system for immigration to Canada since January 1, 2015.

To immigrate to Canada through the Canadian Experience Class permanently it is necessary to follow the next steps: 

  1. Create an online Express Entry profile thus making an expression of interest in immigrating to Canada.

Canadian Experience Class eligible candidates for Canadian permanent residence provide the information about their personal background including education, skills, work experience and language ability in the profile. When Citizenship and Immigration Canada (CIC) has confirmed the eligibility, they are ranked among other candidates in the pool  according to the Comprehensive Ranking System [pls link to file “Express Entry_Comprehensive Ranking System (CRS)_VH”]. In case applicants do not have a valid job offer for the employment in Canada or a provincial nomination, it is necessary for them to register with Canada's Job Bank.  

Applicants must be careful and provide accurate and precise information in the profile, as any false information could be considered as misrepresentation and the candidate may be disqualified from re-entering the pool for 5 years.

  • Assist you in submitting an accurate profile that will score high:

In the profile the applicants include the assessments their credentials, such as their level of education and their credentials. Then, the ability to provide financial support for themselves and the family must be proved. The information in the profile must be accurate to avoid anything which might be considered misrepresentation which may possibly grant ban to apply for permanent residence and enter Canada for 5 years. 

  • Submit you profile on a fast-track basis:

There are many candidates willing to create their profiles in the Express Entry system which makes it challenging to compete against them, especially if applicants do have a valid job offer on hand. Moreover, when CIC introduces job matching software between candidates and Canadian employers, those who applied earlier will have a better chance to be selected. 

  • Ensure that you collect all the necessary documents in advance:

A candidate had only 60 days to submit a complete application when he/she has been invited to apply for Canadian permanent residence and no extensions will be granted. Therefore, if candidates arrange all the documents necessary for submission beforehand, they will be ensured that their profile is accurate and ready to be selected. It is also very beneficial in case you are eligible under any PNP. 

  • Monitor Provincial Nominee Programs

  1. Improve your profile and ranking under the Comprehensive Ranking System.

The Comprehensive Ranking System is used to rank all eligible candidates for immigration to Canada in the Express Entry pool according to the following components:

  • factors related to human capital;

  • factors related to skill transferability; 

  • factors related to spouse/common-law partner accompanying the main applicant; and 

  • PNP or job offer-related factors.

The invitations to apply for Canadian permanent residence are issued to the highest-ranked candidates. Therefore, applicants must try their best to boost the score and get a better chance to be drawn and receive an invitation. It is worth mentioning that if the education of a candidate was done outside Canada, they should better obtain an Educational Credential Assessment (ECA) which would grant them significant number of points under the Comprehensive Ranking System and improve an Express Entry profile. 

3.  Receive an Invitation to Apply for permanent residence in Canada.

When a candidate has been selected to apply for immigration to Canada by Citizenship and Immigration Canada (CIC) through the Express Entry immigration selection system, he/she receives an Invitation to Apply [pls link to file “Done_ Express Entry_Invitation To Apply For Permanent Residence_VH”]. Subsequently, the candidates have 60 days to submit a complete and accurate application and all the necessary documents in their profile and can only submit the complete application. It will be impossible to submit an application unless all fields are fulfilled. After a submission of the file, a candidate receives an Acknowledgment of Receipt (AOR) which is sent automatically and CIC where the application is reviewed for its completeness and eligibility, which may take up to 6 months’ time. 

  1. Complete medical examination, provide security checks, and submit e-application.

All the potential immigrants to Canada are obliged to undergo medical examinations which are intended to detect any conditions which may be hazardous to the Canadian public or result in excessive demands from healthcare or social services of Canada. They include blood tests, a standard physical examination, X-Rays, urine tests and analysis of full medical history of each individual applicant. Any serious disease or health disorder may result in medical inadmissibility to enter Canada. 

Immigration applicants can go through these medical examinations with designated medical practitioners (DMP) from around the world.

5. Your application is reviewed by a Canadian Immigration Visa Officer.

Your application undergoes a detailed analysis by a Canadian Immigration Visa Officer who thoroughly checks the e-application, all the supporting documents and carries out its assessment according to selection criteria.

  • Give you tips on how to make your application satisfactory for the Canadian Immigration Visa Officer even if you lack in some documents, 

  • Make written submissions to address any concerns of the Canadian Immigration Visa Officer on your behalf;

  • Advise what you should do if the Canadian Immigration Visa Officer expresses any concerns or requests with respect to some documents;

  • Communicate with the Canadian Immigration Visa Officer when he/she does not comply with service standards for the processing and assessment. 

6. Request for your passport and the Right of Permanent Resident Fee (RPRF)

To ensure that Canada Immigration (Permanent Resident) Visa is issued, the Canadian Immigration Visa Office will request the Right of Permanent Resident Fee (RPRF) payment and your passport. However, if the applicant is a Visitor from Visa-exempt country, he/she is not obliged to submit the passport.

  • Ensure that the security checks have been completed and your medical examinations have been received;

  • Ensure that your passport has been received by the Canadian Immigration Visa Office so that you get your Canada Immigration Visa. 

7. Issuance of your Canada immigration (Permanent Resident) Visa

There will be an expiry date of your Canada Immigration Visa by which it is necessary for you and your family to enter Canada.

  • Verify that your Canada Immigration Visa contains accurate information;

  • Address Canadian Immigration Visa Office on your behalf in case there is any inaccurate information in your Canada Immigration Visa;

  • Give instructions you should follow when having arrived at a Canadian port of entry;

  • Provide instructions on obtaining a Canadian Permanent Resident Card, Social Insurance Number and Health Insurance Card;

  • Provide you with the information about your residency obligations as a Canadian permanent resident
